Turns out that the Compuserve Comics & Animation Forum is still around (who knew?). While the discussions have scrolled off (the board only goes back to 2003), the library is still around. Many of the Legion chat reports were uploaded to the library. Go to the search page here and type in "Legion chat". There are about 20 chats from August 1995 to May 1996, some of which you show as missing. They are free to download as long as you have an AOL or AIM address (which are free).

Oh, and your 1995 dates are in reverse chronological order compared to the rest of the list. -- Omnicom 14:19, 30 December 2007 (PST)

Okaay... this appears to be hell to sort through. There's a copyright 2006 date on it, but if this script has been updated since 1997 or thereabouts, it would shock me.
Found an interview with the creators c. Lgs 37 though, mostly by luck: http://community.compuserve.com/n/pfx/forum.aspx?tsn=1&nav=libraryMessages&webtag=ws-comics&tid=170725 - 17:33, 30 December 2007 (PST)=
I think you can figure it out, but I left out a step. Do a search with the "updated from" tag as "The beginning of time" to get all of the older files. Each file is dated with the upload date, which seems to be within a day or two of the dates you're looking for. If you just do a search on "Legion" you'll find some interesting stuff, from the original Interlac fonts to my original checklist to who knows what else.
Incidentally, you'll see the notation that it was uploaded by the "Comics Information Network" or CIN, which was basically the pre-web version of Newsarama that Michael Doran either started or took over. Back then there was just AOL, Compuserve, GEnie, Delphi, and Usenet, plus mailing lists, and nobody had the capability of making web pages yet.
